Así hablamos por teléfono

Tras el receso de verano, regresa a EL ARGENTINO la columna de Jorge Jurado. En esta oportunidad el autor recuerda parte de la historia de la telefonía del país y de nuestra ciudad que, comparando la situación actual con lo que ocurría no hace muchos años, resulta increíble el progreso que se produjo o por el contrario el atraso que teníamos.
La telefonía nace en 1881 cuando se instala el primer aparato en la casa del entonces presidente de la Nación, general Julio Argentino Roca y de varios funcionarios e instituciones. Según relata Gustavo Fontanals, experto del tema, “a principios de 1881 la Nación otorgó permisos a tres empresas: la inglesa Gower-Bell, la belga Société du Pantéléphone L. de Locht y la Compañía Telefónica del Río de la Plata, subsidiaria de Bell.
Las tres iniciaron sus servicios para Buenos Aires, que se convirtió en la ciudad con más líneas en América Latina y la competencia entre las empresas se volvió feroz. En 1882 hubo un acuerdo de fusión de la Pantéléphone con la Telefónica del Río de la Plata, dando origen a la firma denominada The United Telephone Company of the River Plate, de capitales británicos.
En 1886, esta concretó la compra de su competidora Gower Bell, dando origen a The United River Plate Telephone Company más conocida como Unión Telefónica (UT), que durante los siguientes 43 años mantuvo el dominio del negocio”.
Prosigue Fontanals que “durante el primer año de control monopólico, la UT incrementó fuertemente las tarifas, a la vez que la calidad del servicio se degradó.
Eso dio lugar a una situación de emergencia en 1887 y la creación de una nueva empresa, la Sociedad Cooperativa Telefónica, fundada por usuarios disconformes con la UT. Con menores tarifas, esa cooperativa tuvo un rápido crecimiento y por treinta años fue la única alternativa a la UT en la zona más rentable del país. En 1926, tras la sanción de la Ley de Cooperativas, cambió su estatuto a Compañía Telefónica Argentina”.
Continúa nuestro historiador que “Allí donde la UT no encontró motivaciones comerciales para prestar servicios, se siguió durante años sin teléfonos y con el nuevo siglo fueron surgiendo nuevas operadoras en zonas no cubiertas. Esto dio lugar a una estructura de servicio integrada por redes zonales de tecnología heterogénea, algunas superpuestas entre sí en las áreas rentables, con tendidos interurbanos y troncales que durante años conectaron sólo a las redes pertenecientes a la misma compañía.
Esta heterogeneidad de redes se fue replicando, conllevando efectos de larga duración en el desarrollo del sector, afectando la eficiencia en el servicio”.
Los diarios de la época manifiestan que para comienzos del siglo XX ya existían casi 100 empresas telefónicas en todo el país, y más del 90% de las líneas seguían concentradas en Buenos Aires y la región centro. Entre las nuevas operadoras estaban la Compañía Entrerriana de Teléfonos (CET), creada en 1916 a partir de la compra de una red existente para prestar servicios en la región mesopotámica y la Compañía Argentina de Teléfonos (CAT), creada en 1927 para operar en Mendoza y la región cuyana. Ambas eran provistas por la compañía sueca Ericsson, que fue tomando participación accionaria y terminó controlándolas.
Esas llegaron a captar cerca del 7% de las líneas del país, expandiéndose mediante la compra de pequeñas empresas locales y el desarrollo de nuevos tendidos, siempre en regiones en las que no estaba presente la UT y buscando operar bajo un esquema monopólico.
En 1927 llegó al país la International Telephone and Telegraph Corporation (ITT) que compró primero la Compañía Telefónica Argentina y en 1929 la Unión Telefónica, fusionando a todas en una nueva empresa que siguió operando bajo el nombre de UT. Por los siguientes 17 años, esa compañía ejerció el monopolio en la Ciudad de Buenos Aires y parte de la región pampeana, y mantuvo el control del 90% de las líneas del país.
Durante esos años, la expansión de la UT, así como de la CET y la CAT, implicó un proceso de concentración del negocio, reduciendo el número de operadoras a casi 90 hacia 1936, y a sólo 43 para 1941.
A pesar de ello, la integración nacional de las redes siguió sin ser obligatoria. Se llegó así a una situación en la cual, por ejemplo, abonados de la CAT en el norte no podían comunicarse con abonados de la UT en la región pampeana, aunque sí podían llamar a Europa, mientras que abonados de la UT no podían conectarse con otros en Mendoza, pero sí con Europa o Estados Unidos. Un caos total.
La intervención pública sobre el sector fue creciendo hasta que en 1946 se produjo la nacionalización de la telefonía y en 1956 se crearon la Empresa Nacional de Teléfonos (ENTel) y la Empresa Mixta Telefónica Argentina (EMTA) que controlaron el sector durante las siguientes tres décadas pero no se llegó a un acuerdo con la Compañía Entrerriana de Teléfonos (CET) ni con la Compañía Argentina de Teléfonos (CAT) ambas de la sueca Ericsson que se mostró desde el principio dispuesta a venderlas dada sus deficiencias, pero buscaba obtener un precio y condiciones de venta semejantes, algo a lo que el Gobierno no se mostraba dispuesto, ya que se contradecía con el acuerdo en marcha con la ITT, además de que Ericsson no contaba con producción local de equipamiento.
Las negociaciones se extendieron, en un contexto cada vez más exigente para Ericsson, y la venta estuvo a punto de concretarse en 1955, pero tras el golpe militar se descartó y esas empresas permanecieron por más de treinta años como las únicas operadoras privadas con cobertura regional.
La empresa estatal realizó el tendido de cientos de miles de kilómetros de líneas troncales y locales para fortalecer la integración y penetración de la red, se instalaron centrales y terminales automáticas, y se multiplicaron los teléfonos públicos, antes limitados (ENTel, 1981). La expansión condujo a que, a mediados de 1955, Teléfonos del Estado se ubicara entre las diez primeras administraciones telefónicas del mundo en líneas instaladas y séptima en cantidad de llamadas cursadas.
En relación a la CET y lo difícil y problemático que implicaba hablar por teléfono hace años en nuestra ciudad y la provincia, El Censor entrevistó al Ing. Víctor Carro exfuncionario de la CET y nos contó que las comunicaciones hacia 1980 en la provincia poseían una central automática electromecánica Ericsson, que necesitaba celosos controles de limpieza para evitar el polvo, lubricación y ajustes de máquinas que funcionaban como un gran reloj, sincronizado por motores en fila que mantenían en continua operación ejes donde se acoplaban engranajes que se ponían en movimiento por el simple hecho de que algún abonado había descolgado su teléfono e intentado llamar a otro, en éste caso siempre de la misma central.
Para las llamadas interurbanas, se debía recurrir a una operadora y uno debía llamar a la central y pedir la comunicación.
La central estaba formada por grupos de abonados, todo alimentado por baterías, con un generador que se conectaba para mantenerlas cargadas, aun frente a cortes de energía, para lo cual también se contaba, con un grupo electrógeno.
Al transcurrir el tiempo, la central se volvió obsoleta y en las horas pico, obtener tono podía demorar varios minutos, los abonados comenzaron a impacientarse y las comunicaciones de larga distancia tenían también sus extensas demoras.
Recuerdo que mi padre cuando deseaba llamar desde Gualeguaychú a Buenos Aires, la mayoría de las veces cansado de llamar a la central que se encontraba en frente de mi casa paterna en Fray Mocho entre Urquiza y Luis N. Palma, debía cruzar la calle y decirle a la operadora de turno que deseaba llamar.
Generalmente la respuesta era que había 5 o 6 horas de demora o la llamada condicional, por lo que se solicitaba la misma y luego de tantas horas de espera se podía hablar, muchas veces a los gritos para que ambas personas pudieran dialogar. Si el teléfono de casa estaba ocupado, allí se escuchaba la voz de la operadora que decía: “Por favor corten que de Buenos Aires le van a hablar”.
Otra anécdota de esos tiempos era por ejemplo que algunos comercios en nuestra ciudad como la Librería Sosa situada en 25 y Chile era uno de los pocos negocios que tenía teléfono, el N°2600 y por ese motivo hacía las veces de receptor de llamadas desde Buenos Aires para establecimientos ganaderos de la zona y a su vez desde la librería los mismos establecimientos hacían sus llamadas. Esto resulta increíble frente al avance de las comunicaciones hoy en día.
Continuando con lo comentado por el ingeniero Víctor Carro, sumado a los precarios medios de enlace que en ese momento se tenía, se hablaba por líneas físicas soportadas por postes, que se desplegaban desde la central en Gualeguaychú hacia Urdinarrain, pasando por Palavecino, Almada, Parera, para seguir a Basavilbaso donde se bifurcaba hacia Concepción del Uruguay, y otro ramal hacia Rosario del Tala, donde continuaba a Paraná, y su derivación hacia Gualeguay.
Desde Gualeguaychú, también otra línea nos conectaba a través de Larroque con Gualeguay, que ya contaba con un radioenlace con San Pedro por microondas con la empresa estatal Entel. El mantenimiento de las líneas físicas era constante, un simple nido, la lluvia, caminos de tierra, un fuerte viento podían interrumpir las comunicaciones por tiempo indeterminado.
Los guardahilos eran los responsables de mantenerlas de la mejor forma. Con Paraná en algún momento se estableció a través de la Dirección de Telecomunicaciones de la Provincia un enlace a Paraná, que mejoró con un limitado número de canales, las comunicaciones.
Antes de 1982, y a pesar de las postergaciones por la guerra de Malvinas, se dispuso un programa de cambio de centrales por nuevas digitales también suecas, pero para poder habilitar el telediscado, se debió instalar un centro automático interurbano en 1986 para dar salida a Colón y Concepción del Uruguay, y con posterioridad Gualeguaychú, pero sólo para pocos abonados que podían realizar llamadas a Bs. As. Una vez instalada la nueva central en Concepción del Uruguay en 1989, se continuó con la instalación de la nueva central en Gualeguaychú. Lo que pasó después es por todos conocido.
El avance de las comunicaciones ha sido y será increíble comparativamente con el retraso que teníamos los entrerrianos. La falta de puentes, caminos y telefonía implicó para Entre Ríos no poder avanzar como hubiera deseado. Hoy estaríamos seguramente en otra posición comparativa vis a vis con el resto del país.
Hoy hablamos por teléfono por diferentes medios y con avanzada tecnología. Los teléfonos fijos se utilizan cada vez menos y nadie sabe lo que vendrá en 10 o 20 años pero que será sorprendente se lo podemos asegurar.
